8/10 - 'Cell Phone' is a pretty interesting Plot Twist. Not only is it effective, but it's unpreventable with no requirements or chances to fail. All you do is play it and choose a victim the opponent can't possibly nab that turn.
There are enough better Plot Twists that I doubt I'd ever play this, but you could do much worse.
