Background
Victim-hunting in Chicago can be a brutal experience! For safety reasons, even a monster’s favorite munching spot, the Stephens Bros. Carnival, has an occupancy limit and specific regulations that need to be enforced, and you’d better pay attention to them while the inspectors are present.
Objective: Each player aims to defeat the other.
Army Size: Two-player game; 300-point armies; three actions per turn. In addition to their army, each player should bring an additional 300-point army that will be their waiting line.
Time Limit: 60 minutes
Map: Stephens Bros. Carnival (convention map)
Setup
Each player must contribute 12 victims, also called “inspectors,” to the victim/inspector pool.
Special Scenario Rules
1. Inspector Down!: If at the beginning of the active player’s preview phase there are less than 12 victims on the map, the active player may place additional victims on unoccupied bloodspatter spaces until there are 12 victims on the map or there are no more unoccupied bloodspatter spaces, whichever comes first.
2. Sorry, But You’re Over Your Occupancy Limit: During the game each player can have a maximum of 300 points worth of monsters on the map at any given time. At the beginning of their hunting phase, if the active player has a monster occupying a space along the edge of the map, that player may remove that monster from the map and replace it with a monster of equal or lesser point value. The removed monster is placed in that player’s waiting line along with any damage it may have taken and in its current state (transformed or not).
3. Next!: Whenever a player’s monster is eliminated, that player may place a monster of equal or lesser point value from their waiting line in their starting area.
4. Vampire Regulation 23A, Subsection 13: The first time a Vampire would move into a space inside the boundary of a yellow line, the Vampire’s controlling player must ask their opponent, “may I come in?” To which their opponent must respond with “why, sure!” If the Vampire’s controlling player does not ask their opponent for permission to enter, their opponent may place the Vampire in an unoccupied space adjacent to the yellow line that the Vampire crossed.
5. Werewolf Regulation 15-B: Whenever a Werewolf would transform, that Werewolf’s controller must make the required howling noise. If the Werewolf’s controlling player does not make the appropriate howling noise (even a half-hearted one) their opponent may exclaim, “Bad doggie! Sit!” and the Werewolf may not transform until their next turn.
6. Zombie Regulation 45E, Section 2: Whenever a Zombie kills a monster, that Zombie’s controller must say “braaaaaaaaaaaaaaaaaaaaains,” in their best groaning voice. If the Zombie’s controller does not indicate their love of brains, the monster is not killed. Instead, the opponent turns that monster’s dial counter-clockwise one click (so that it is on its last click before the elimination click) and places it in an unoccupied space next to the Zombie.
7. Open Park Hours: If at the beginning of the active player’s preview phase there are no inspectors on the map and no inspectors left in the victim/inspector pool, both players may place the remainder of their monsters from their waiting line into their starting area. If a player’s waiting line will not fit in their starting area, they may continue to place monsters in their starting area on their next turn(s).
