FAQ:

Q: Does the Dire Werewolf receive the Cabal bonus from himself?

A: No. The character needs another friendly member of the Cabal adjacent to the target of his attack to obtain the benefit of the Cabal power.

As the verbiage of both Bloodcall and Wolfbrothers are different from the other four (the others say "all friendly cabal members" while those two say "this monster"), I'm inclined to say that they only benefit the cabal leaders specifically while the other cabal members are only contribute to the effect.

You are correct.
Basically, Dire Werewolf has the Cabal POWER... which pertains to himself (this monster). The other characters just have the Cabal SYMBOL - which does nothing more than indicate they are members of the cabal. Only if a Cabal Power states that it effects "all friendly members" of a Cabal does it benefit individual cabal members. Otherwise, it's just "This Monster" which in our example would be the Dire Werewolf.
